0 Accountability : 15 Years, only 3 DISMISSAL from Service in Goa Government.

The level of corruption in the State Government of Goa, is something which could be witnessed by any ordinary citizen, everyday, without even blinking an eye.These are the "Public Servants" but they serve their own cause and their "Masters", both "Official" and "Political".
In past more than 15 Years, Government of Goa has dismissed only 3 Public Servants from service, one of them a Goa Police Sub-Inspector.
The Excise scam where Inspectors and a UDC Clerk pocketed the money for years, by issuing fraudulent and fake "License Renewal" receipts; selling out the liquor seized in open market, by showing considerable lesser quantity actually; has come to forth via reports from "The Goan Everyday".
A new twist happened after the Chief Minister Pramod Sawant's announcement that mis-apppropriated funds would be recovered from the official. In spite of the fact, this is something which is gross mis-conduct and highly un-becoming of Public Servant, a FIR has not been lodged.
The reason is very simple:
In Hindi language, there is a saying : "Kaddu Kateyga, To Sab Mein Bateyga!"
Which when translated means, that, if there is a bounty, it would be distributed to all, from top to bottom.
It is very interesting to see, that in past 15 odd years, only 3 public servants have been dismissed from service by the Government of Goa.
Goa being a tiny state, any dismissal from Government service of an official catches the eye of everyone and also is reported and discussed widely.
In one case of this year, a Head Constable was dismissed from service of Goa Police, after 26 Years in service; for submitting fake educational certificate.Clearly a case of vendetta or blackmail.
In another case, a Forest Deptt official was dismissed for not reporting to work for more than 7 years in 2019, with a retrospective effect.
In the most amusing case, Goa Police dismissed a Lady Police Sub-Inspector for accepting bribe of just Rs.40,000/- which was then challenged in the court by PSI Sandhya Gupta.
In the past there has been so many cases of severe misconduct, dereliction of duty and "unbecoming of a public servant" on the parts of Goa Government Officials, both in Uniform and Civil.
Best case is Goa Police officials of Crime Branch extorting money from a Casino in Goa.
DGP Jaspal Singh said, since no complaint was made, so no action was taken. This could happen only in Goa.
The Excise Scam which has unfurled recently, is an epitome of 0 Accountability governance in Goa.
Instead of filing Police complaint and ensuing a FIR is registered for criminal conspiracy for defrauding government, gross mis-conduct; the officials were allowed only to be suspended from service; provided they pay back the amount defrauded, which they have readily done so far.
