Mauvin Godinho, how many Panch and Sarpanch of Goa have declared their assets? : Arambol Illegal Structures
Honourable High Court of Bombay at Goa should take cognisance of the fact, why Bernard Fernandes did not declare his assets, even being duty bound by law?
Honourable High Court of Goa, while hearing the trial of Illegal Hotel Construction in “No Development Zone” at Girkarwada, Arambol, Pernem Taluka in Mandrem Constituency; has been apprised that, out of the list 187 Illegal Structures submitted by Arambol Panchayat, a humongous amount of 33 Illegal Structures belong to family of multiple times Sarpanch of Arambol Panchayat and his extended family.
The extent of corruption in Panchayat Department of Goa Government can be gauged from the fact that, in a small wada or Mohalla located close to shore line, with just about 800 inhabitants, has 187 illegal structures.
There are other wadas along the shore at Arambol, Madhlawada and Khalchawada; now run your imagination wild and do the Math.
While in other wards not so many illegal structures would belong to ex or present Panch of Panchayat; but their complicity in enabling such structures to come up cannot be dismissed or overlooked, after all they are statutory guardians of their respective wards.
No one knows for the fact that how many illegal structures are there in just VP Arambol, because investigation and trial is restricted to just one wada.
At Khalchawada, the most congested part of the shoreline at Arambol, permanent structures like Restaurants and Guest House are built barely 30 metres from high tide line. From Khalchawada towards the infamous "Sweet Water Lake" beach lane, absolute mockery of rules and regulations has been made, by locals in cohuits with Panch and Sarpanch. Guest Houses and Shops built right at the edge of the sea, with sewage water being discharged into the sea, with pipelines visible fairly.
Hills have been cut and guest houses been built, further along there are strings of huts and shops.
If you are curious enough, you don't have to even visit Arambol, there are just too many videos online and one can just shake her head in disbelief at the extent of greed and apathy of local residents and their supposed to be supervisors, who are the drop of a wad of cash, become facilitators for illegal pursuit of others.
How can a Paradise can be raped and almost murdered, one just had to spend a few hours online, searching through articles and videos, along with images. Arambol is the epitome of greed among locals of Goa and apathy of the very institutions, who are serving to protect Goa or Arambol, against the same evils.
All these Panch and Sarpanch have their favourable and favourite political masters, who are facilitators of the innumerable illegal acts.
Ironically, Panchayat Raj act makes it compulsory for all the Panch and Sarpanch of every Village Panchayat to declare their movable and immovable assets via affidavit. There was a huge 3 page advertisement in one of the crony newspapers of Goa (Not, Herald Goa) which listed the names of all the Panch of Goa who had not declare their assets for the FY 2021-2022. Almost none of them. This included the name of Bernard Fernandes.
It took a litigation and direction of Honourable High Court of Goa, for all to figure out the immovable assets and properties of Bernard Fernandes. Not the value, but at least number. We hope, he has some properly legal properties also, including the palatial sea-view villa he is constructing in his ward.
Despite being duty bound, he never declared his assets to government. WHY?
So how, Bernard Fernandes became so brazen?
Let's ask Mauvin Godinho, the Panchayat Minister of Goa. He is defunct as a Transport Minister and he is absolutely corrupt as a Panchayat Minister.
The Department of Panchayat, instead of upholding the rule and law has always been siding with the unlawful elements (one can just query online) and if Mauvin Godinho claims he is ignorant of the doings of his own department 's ethics and practices, then he should be sacked today itself.
The biggest land grabber of Goa is ironically the MLA of Mandrem Constituency, and last Sao Joao , he was seen participating in the festivity at Girkarwada, Arambol.
From Morjim to Tiracol, there are several wadas that celebrate Sao Joao, but his choice, to grace the festivity with his presence was Girkarwada. Not too much coincidence, if you add 2 + 2 together.
The Turncoat MLA Jit Arolkar of Mandrem is the biggest land grabber of Goa with a pending trial, which he is trying to scuttle desperately and Bernard Fernandes has by all means the most number of illegal structures in coastal belt of North Goa.
A lot of Sarpanch and Panch of other Village Panchayat of Goa would now be feeling so sorry for their professional life, on knowing that Bernard Fernandes ,has 33 Illegal structures at a place in Goa , where the land prices are about Rs.40,000 per sq mt.
Has this brazen illegality would have been possible, if the Panchayat Department of Goa, led by Mauvin Godinho would have been honest and strict against the Panches and Sarpanches, who break the law with impunity of the land, by not declaring their assets?
Honourable High court of Goa should take suo moto notice of why almost all the Panch and Sarpanch of Village Panchayats of Goa, willingly not declare their assets and take the Panchayat Minister Mauvin Godinho to task along with his bootlicking Secretary.
As the saying goes, Shit always piles up at the top.
