"Insider" when you bring money to Goa, "Outsider" when you question "Goa Government"?
The state surviving and thriving on the pittance of people outside of Goa, blemish them as "Outsiders" when they question the local governance.

The debate between the "Outsiders" and "Goans" have again reached a crescendo, bringing forth the simmering deep-divide in Goa, which is often latent and nascent; but omnipresent.
The native population of Goa is just about 1.5 Million, but it is visited by almost 10 times as much Tourists from world over, in a single year.
As long as you bring, invest and spend money in Goa; the state Government and the MLAS and Ministers are willing to prostrate before you; but the moment you start questioning the incompetence and absurdity of their governance; out comes the polarising factor of "Outsider v/s Goans".
The often used, repeated technique to nip in the bud, any opposition the government is faced with; as a last resort.
After all, the MLAs and Ministers are all Goan; so how can any “outsider” question them? Notwithstanding the fact that, even local aboriginals are allowed to question them
The absurdity of the situation is so high, that even Padamshree awarded Ma'm Norma Alvares who is a Goan is called "Fraud", an "Outsider" and a "Pain in the ass"!; just because she questioned the ludicrous stance of Government of Goa for not naming Mhadei Wildlife Sanctuary as "Tiger Reserve".
The MLAs and Ministers go begging all round India and abroad, asking for more tourists and investments in Goa, every year.
The number of proposals cleared by "Investment Promotion Board" of Goa in last 5 years, is the testament to the fact that how many proposals were granted to "Outsiders"?
So essentially, it is all welcome, as long as you bring money, invest money and pay the requisite "commission to the Government and it's designated official; you become an essential part of Goa; but persona-non-grata; when you start questioning the existence and efficacy of the government.
In last decade or so, when so called "Development" and "Progressiveness" as quoted by Forest Minister Vishwajit Rane is on fire, it is all being done by so called "Outsiders", at least 99% of it.
It is not that Minister is oblivious of this fact, because he is also the Minister of "Town & Country Planning" department of Goa, the most infamous and most corrupt (you can just make a query, on a search engine); so he knows what kinds of proposals come for Land conversions and from whom and who wants those land parcels?
He knows everything, but to hide his thick skin, as a last resort comes to "Goan v/s Outsiders"?
The fact of matter is what he has managed to get done for his own constituency as a Goa and for the Goans, is questionable, when Tribals of Sattari has not yet been allotted the "land rights" affected by the Mhadei Sanctuary.
The search of records of all the "Village Panchayats", Municipal Corporations and Municipality would throw the result out, how many business establishments are owned by so called "Outsiders" and the native Goans.
These outsiders, do not only pay all the statutory taxes (local) but bring in huge amount of revenue to the bankrupt state, reeling under huge debts.
They, thus have all the rights to question the government of Goa; and their selfish whims and fancies.
These people are as "Goan" as any native "Goan" because, now Goa is their "Karm-Bhoomi" and "Karm-Bhoomi" is more important than Janam-Bhoomi"; because it feeds the family of the inhabitant.
While most local understand the petty politics played by these "Portuguese era mentality" bearing politicians; for political purpose, it sure gets thrown around.
The article in today's Herald Goa by Mr.Luis Dias, himself an aboriginal Goan; sums it up so nicely, that now more further words are needed.
The last paragraph is hard-hitting punch for all those, who fall into the trap of these selfish Politicians who create divide in the name of 'Outsiders v/s Goans".
While the Outsiders would leave the day, when Goa becomes a "Gutter" from Paradise, where these "Proud Goans" go?
