CM Pramod Sawant knew the decision of CWC before-hand, colluded and did nothing : Betrayed Goans.
CM of Goa, Parmod Sawant yesterday said that, he would fight for Mhadei, through political, legal and technical means.
The thing to note is that he had already failed politically and technically.
Lets discuss "Political" means first:
It is impossible to believe that Goa CM was kept in dark regarding the CWC approval to Karnataka DPR.
Centre, Karnataka and Goa is all ruled by BJP.
The approval to DPR was announced by Karnataka Chief Minister Basavaraj Bommai (BB) on the last day of the assembly session of Karnataka assembly held at Belagavi.
Why last day of the last assembly session?
Because Karnataka goes to polls this year and campaign has been already started, spear headed by none other than PM himself.
The announcement was made to please the vote bank of Karnataka and other sundry interested parties.
BB knew very well that, the news would cause a huge uproar in Goa and hence delayed it till the last moment.
The question to ask now, is how can Goa CM plead ignorance of the decision being made in the favour of Karnataka, where Goa is a party to the issue?
This is impossible to believe.
Also, where is the official communique from the CWC, for the approval of DPR?
Was it not shared with the CM of Goa?
It's impossible to even comprehend, because this is basic etiquette of governance.
Goa CM is now behaving as if all this while he was in dark of what's been the MO of CWC, which can't be true.
Everything falls into place when the following facts are correlated.
1. 3 concerned parties to the issue, all ruled by BJP. Centre, Karnataka and Goa.
2. Announcement made on the last day of the assembly session by Karnataka CM.
3. Campaign for the upcoming state elections in Karnataka soon started under the leadership of PM.
4.Submission of revised DPR documents by Karnataka, and no action on it by Pramod Sawant government?
While correlation is not always causation, but sometimes evidence is so straight in the face, that clear picture can be amply seen through just connecting the dot.
Thus, the truth is :
Goa Chief Minister knew well in advance about CWC's DPR Approval and because of the political compulsions of the power, he did nothing and is now pleading ignorance and acting as if he knew nothing and did everything which was their in his power.
The visit to Delhi with a barrage of Ministers and MPs for a meeting with Home Minister and Jal Shakti Minister also proves that CM was not confident of the outcome and it was just "managing situation" scenario.
If he would have been confident then, he would have gone just with the state water resources minister, in order to claim victory solely.
But since, he knew the outcome way before, and it was a sham (the visit), he took all and sundry for the meeting, just in order to justify that he was not just solely responsible for the failure.
Clearly, Chief Minister is hand in gloves and thus has already failed politically.
As far as Technical means are concerned, if they would have been so strong, then CWC would have dithered to grant DPR Approval to Karnataka. This, after the submission of revised DPR by Karnataka, on which Pramod Sawant did nothing.
Clearly, CWC has the internal opinion that, GOA's case technically, is on weak grounds and thus can be exploited. And thus, the approval.
