No Plan. No Metrics. No Deadline. All Rhetoric.
Easier said than done, because Government of Goa is merely paying lip service to agriculture in the state.
With great fanfare, the "Swayampurna Goa" (Vision For Development Of Agriculture And Allied Sectors : A Way Towards Making Goa Self Reliant) was launched in January 2021. Almost, 2 Years ago.
As per the document, 3 detailed meetings were conducted to prepare the said document in November & December 2020, under the leadership of then and also present Chief Minister Of Goa,Mr.Pramod Sawant.
The document prima-facie looks like a document which has been prepared, just for the sake of it.
It is supposed to be a "vision" document, but the very thing which it lacks is "vision".
What is a difference between a plan made by university students and government officials?
While even an university student, knows how to right the wrong; a government official is supposed to know and build a detailed plan for it.
The definition of "Vision" is : "the ability to think about or plan the future with imagination or wisdom."
When you are planning for the future, it is imperative that the plan have deadlines, and metrics so that, progress forward can be gauged and remedial/ and follow up actions can be taken.
The Swayampurna Goa vision document on Agriculture does not have any deadlines, or the metrics against which the progress could be metered.
And the said, document has been prepared by some very esteemed and senior officials, as highlighted in the document; imagine them missing, the whole point?
When we do not have well defined goal with metrics, and the deadlines for it, how can the agriculture in Goa can be uplifted?
And it's not only about the state of Agriculture in the state, the whole Swayampurna Goa scheme is just a lip service.
The SwayampurnaGoa website has no metrics available on the progress of the vision. All, it mentions is the list of so called accomplishments of "Swayampurna Mitra", VP wise. And there is no way to corroborate their statements, because no prior data or metrics is available.
Also,No state level or department-wise metrics on Phase 1 Goals of Swayampurna Goa, the deadline for completion of which was 19th December 2021. One year has passed and everyone concerned, including the citizens of Goa, are clue-less.
Another classic case of grandiose plans and announcements made by Government Of Goa, just for the sake of it, lacking any merit.
If the Government of Goa, led by Chief Minister Mr.Pramod Sawant would had even an iota of seriousness, website would have offered, some insights with metrics, to the citizens of Goa, on the progress of scheme; but it is just too much to ask, when there is a sea of difference between intent and action.
Next time, whenever a new vision document is announced by Government Of Goa, it needs to be taken with a pinch of salt.
