Mr.CM, What happened to the decade long dream of Late Manohar Parrikar, for a separate IAS & IPS Cadre for Goa?
The development of the State, the Safety and Welfare of the Common Goan and Tourists, cannot be done on "crutches" rented out by Central Government for 2 Years to Goa.
Goa attained statehood in 1987, and still there is no separate cadre for IAS, IPS and IFS Officers posted to the state.
Ministry of Home Affairs of Central Government sends the officers to the state on its will, with State Government having no say in it.
The current imbroglio in which the Sate Government of Goa funds itself over the Assagao House Demolition case; wherein the Director General of Police, Mr.Jaspal Singh has been accused by the Police Inspector of Anjuna Police Station, Mr.Prashal Dessai; of aiding and abetting the blatant crime, against an ordinary Goan; has again put forth the question of why, even after 37 Years of attaining Statehood, there is no separate cadre of IAS and IPS Officers for Goa?
The hold of Central Government over the IPS (and IAS) Officers posted to Goa, can be gauged by the fact that, even after reports of State Government (Double Engine Government) soliciting the transfer of DGP Jaspal Singh immediately from Goa, after severe backlash from the entire state; the boots are still hanging in here.

While the first attempts to gain a separate cadre for Goa were supposed to be made in 2011, by the then Congress government , it only gained momentum during the first stint as a Chief Minister of Late Manohar Parrikar.
There was a resolution passed in the State Assembly of Goa for the urgent need of a Separate Cadre for the state and the proposal declined in 2011 was re-sent to Central Government in 2014. Then, BJP was already the ruling party in the Centre.
Late Manohar Parrikar's communication to the BJP led Central Government is very interesting and blunt, to say the least.
“including the fact that the state government was hardly consulted on transfer and posting of the officers as the home ministry retain these powers solely, that the officers posted in Goa know that they are there on a short tenure and also that the Goa government has no control over their transfer, posting or disciplinary matters.”
Parrikar even went on to say that, Central Government behaves like "Feudal Lords" while deputing officers of their choice to Goa and they are constantly pressurised and State Government of Goa is fed up with this.

Mr. Pramod Sawant who used to sit besides a big portrait of Late Manohar Parrikar in his office, when he assumed the office of Chief Minister and calls him his Political Guru, has been a Chief Minister of Goa for past 5 Years and 103 days to be precise now.
Still, the most important initiative taken by his Political Guru for the welfare of the State, remains in sand.
And now, he is still himself at mercy of Central Government and MHA, just for the transfer of DGP Jaspal Singh, out of state.
Imagine, the Chief Minister of Goa, so helpless, that he has no say or worth in the transfer of a DGP; even after 37 Years of Goa, being a State.
Here, we are talking specially about the IPS and the conduct of many officers in the past of Indian Police Service has been abysmal and shameful.
There have been grave allegations, against many, in the past and they are all over in local media.
Some have even managed to establish restaurants and bars at plush locations in North Goa coastal belt, thanks to their stints here.
DIG A Koan (IPS) who in the high of just being promoted to DIG rank, misbehaved with a lady at a Pub in an inebriated state, and was booted out in 2023. He used to write "Dr.A Koan" on his name tag.

In past decade, since the attempt of Manohar Parrikar, there has been a sea change in the population demographics, social fabric and day by day; the state of affairs are getting complicated to manage.
And this can be done effectively, with the interest of a common man of Goa, being made Supreme, only by those IPS and IAS Officers, who have a deep affinity and empathy for the state; and not by those who come here for a "2 Year intermittent vacation" or to have fun and establish their own businesses.
While the Chief Minister Pramod Sawant has roped in Boston Consulting Group to prepare "Viksit Goa 2047" vision document; it is yet unknown, whether the document envisages a separate cadre for Goa or not.
Surprisingly, the clamour for removal of DGP is from all and sundry, and from all quarters; there is not a single word being uttered on the need for creation of a separate cadre; by either the opposition political parties or the proponents of "Viksit Goa" from the ruling dispensation.
Law is only as good as it's enforcement, Enforcement is only as good as the men tasked for it, Men are only as good as the men commanding them. The Shit has always stacked at the top and past 8 odd days in Goa has proved it.
The eternal fact is, development of the State of Goa and the security & welfare of common Goan, can never happen on IPS and IAS crutches rented out by Central Government, for 2 Years. If Goa has to really develop, beyond verbal mimicry; it's about time that State MUST have its own Cadre for IPS and IAS. Period.
