Please understand the Chronology of Covid-19 in Goa | 'Awareness Vehicle' was launched by State Chief Minister, when Goa had already recorded 70 (Official) Covid-19 deaths.
Please understand the Chronology of Covid-19 in Goa :
1. Goa recorded it's first Covid case on 27th March 2020.
2. On 19th April 2020, The Chief Minister of Goa declared with all pomp and show that "Goa is Corona Free".

3. The 1st death (Officially) in Goa due to Covid-19 was recorded on 21st June 2020.
4. Goa government launched a ‘Covid-Van’ which shall blare the information about Covid-19 to inhabitants of Goa, so that people become informed (Finally & Hopefully) on 8th August 2020.

CM of Goa, launching ‘Covid-19 Awareness Vehicle’ on 8th August 2020. Number of dead from Covid-19 till the day earlier, 70.5. On 9th August 2020, Goa records highest ever single day Covd-19+ve cases of 506.

6. As on 10th August 2020, Goa had 8,712 confirmed Covid-19 +ve cases, 2,642 ACTIVE, and 75 people have died (officially).

Now since you have understood the 'chronology' let's come to the curious case of Covid-19 information Van (Covid-19 Awareness Vehicle).
The name chosen by some ‘Babu’ (bureaucrat) is hilarious, because after 70 deaths (The official death figure was 70, on the day, 'awareness vehicle' was launched) it is really important & paramount that people have some awareness about the Covid-19 virus.
The 'Covid-19 Awareness Vehicle' was launched with all fan-fare with the Chief Minister of Goa (the one who declared Goa Corona Free on 20th April 2020) being the first one to do.
Followed by his crony MLAs. These same MLAs were chest-thumping on 20th april 2020, and no one questioned the foolishness of & stupidity of declaring the State of Goa, as Corona-Free so early.

Mr. Glen Ticolo, MLA of Aldona (North Goa) launching the vehicle.The vehicle has a big photo of the Chief Minister of Goa on it, some 'poor' guy would by mistake think that it's the Virus. This is the Virus, which we must fight!

Mr. Dayanad Sopte, MLA of Mandrem constituency (North Goa) launching the vehicle.Obviously, they were in the game, because Local-Body elections (Zilla Panchayat Elections) were still due, and what more than ‘this’ to have some grand chest-thumping?

Now all these MLAs are scurrying to launch 'awareness vehicles'. In fact, the CM had earlier declared that there was no need to postpone the Zilla Panchayat elections, but he was slammed by the lock-downs announced by the Central Government.
Well, the local body elections are still due, and eternal optimists in the state government of Goa believe that it could be held in October 2020.
So what better way to re-start the preparation for Zilla Panchayat Elections (Acid test for the current Chief Minister), than to launch 'awareness vehicle' at the expense of public money, of already a bankrupt state?
Since this is spend of public money, how do we gauge that it is being worth spent (now let us resign the question of the need of the 'awareness vehicle'), what would be the yardstick, which could show that bankrupt state of Goa is not throwing money down the drain?
Lesser number of Covid-19 positive cases, comparatively than previous days & months?
The 'Awareness Vehicle' should bring down the daily number of 'Covid Positive' cases, right?
