Touts are the real "Laadli" for State Government Of Goa : The failure of "Laadli Laxmi"
While thousands wait for their sanction letter on "minor issues", touts like Ms.Suvarna Kapad get the funds sanctioned for even illegible.
The much touted "Laadli Laxmi Scheme" of Goa, is perfect example of how, government schemes are not meant for those, which actually the scheme is supposed to serve.
When the scheme was changed in November 2022, to provide financial assistance for only marriage, the condition which was amply clear, was that, only those would be considered beneficiary, who have got their marriage registered within previous 6 months, prior to application.
But even then, Touts like Ms.Suvarna Kapad are able to provide all the necessary documents and get scheme money for gullible women, who have been married much earlier.
How can this be possible without the tacit support and connivance of government officials, across departments of Government Of Goa.
Ms.Suvarna kapad, who got angered on not being paid half of the amount, as commission, hurt one woman who is mother of a 6 months old child.
She was angered obviously because, her commission just did not include the money for her "services", but also the bribe or kickback she had to expend in order to get the documents ready and move the file across.
It does not take too much of thought and analysis, as in why the "minor issues" cropped up in so many applications, while there is a check-list of proper documents, for the official to verify the efficacy of the application.
Are the applications of Laadli Laxmi Schemes being accepted by officials blindly?
Or, "Minor Issues" crop up, because, everyone wants the "cut" of free doling out of money by Government Of Goa?
Goa Police has yet to take any action on Ms.Suvarna Kapad is much more puzzling, but actually not so.
Surely, when she would be interrogated, all the skeletons from the cupboard would come out tumbling.She is being protected, to protect many others in the Government Of Goa, who were hand-in-gloves with her.
Accepting commission and bribe (as a certain percentage of total amount) for clearing government scheme money to beneficiary is not only disfranchisement of the beneficiary, but embezzlement of government money (which comes from taxes paid by)Citizens.
And if this is happening in one scheme, it does not take much to imagine, what would have been happening in other hundreds of Government Of Goa schemes, where monetary assistance is provided by State to it's citizens.
Had this "hit-and-snatch" accident would not hae happened,this episode would not have come to light only.
It seems, Touts are are the only "Laadlis" for Government of Goa and it's officials.
