When the law enforcement officer, becomes the law : PI Prashal Desai of Anjuna Police Station
It surely takes "Two To Tango" Mr. DGP Jaspal Singh. The question is who was the other person who made Prashal Desai do the tango?
An average common Indian citizen is not knowledgeable about law; but he knows 2 Sections of IPC (Indian Criminal Code) for sure. Section 302 and Section 307.
Section 302 and Section 307 is surely the one everlasting bond, which in today's vulnerable and unpredictable circumstances, binds all of as as Indians first.
Ask anyone in India, and in all probability they would tell you that, Section 307 is automatically implied, if there is an attack by a sharp-edged or potentially lethal weapon, leading to serious injury or loss of blood.
The video circulating of the Anjuna Assault victim's on SM, not only he is seen bloodied all over, but also he has stitches all over his body, in multiples of tens, if not hundred.
For a sane police officer who has taken the pledge to enforce and uphold the rule of law in the land, it is not even common-sense, which sections should have been applied, in the Anjuna assault case.
However, Anjuna Police under the able leadership of PI Prashal Desai; concurred against applying the Section 307.
Curiously, absurdly and most hilariously; he does not even have a clue, as in why this had been done.
This shall go down in the annals of Indian Police, as the most lame answer ever been provided, by someone commands more than a hundred 100 personnel in uniform.
The fact of matter is that, law enforcement officers at some places in Goa, usually the touristic coastal belt, are a law into themselves.PI Prashal Dessai has demonstrated this time and again, at least.
For officers like, Prashal Desai, they are not Police Inspector of their jurisdiction; they are the Director General Of Police of that jurisdiction.Mostly, if not always as an act of commission, putting aside every rule book, including the Indian Penal Code; they decide which Sections should apply and which not.
If you shall still like to persist, then go to court and get an order, in order to get the right relevant sections to be applied in the case, and start the investigation all over.
An ardent user of Social Media himself, DGP Goa, Shri Jaspal Singh; who tom-toms even the smallest success of the Police Force he commands; which are like bare minimum duty which his force is expected to do so; slams the victim tourist for turning to Social Media, in order to get the right redressal.
This is like Heads I win, Tails you lose !
While silent on for why 7 days, Anjuna Police and PI Prashal Desai were not able to figure out, if Section 307 should be applied or not in the assault case; DGP says now, "It takes two to Tango!".
Of Course, It takes "Two To Tango" Mr.DGP; Prashal Desai would not have acted so foolishly and incompetently, after decades of service in Goa Police, to not even ask for the report from the doctor on victim's injuries?
So, why he acted an act of commission by not applying, Section 307 in the first place?
Who was the second person, who made PI Prashal Desai, do the tango?
The victim's family did not take to Social Media to complain immediately post assault, they waited for 7 days. But these facts are lost on President's Medal Winner for meritorious service DGP Goa, Shri Jaspal Singh. He terms it as an “reaction”.
Next DGP goes onto lamely defend his Police Force on Social Media itself; preaching Tourists should behave and etc.
When the law enforcers are themselves law, and act in consonance of people who have political and money power; and are defended lamely by the Chief of their Police Force; it just bolsters their resolve, to act like DGP of their jurisdiction; and thus ensures that such incidents would continue to happen in future as well.
