Prashal Dessai : The Investigation Officer at Canacona Police Station of Felix Dahl murder , had scant regards for "Service & Justice".
Severe strictures from lower and High Courts, still Prashal Dessai was promoted and now heads the Anjuna Police Station at North Goa.
The sole purpose of any investigation is to find out the truth and bring a closure.For a victim's family, the most horrible thing is not even being able to know, what happened.
While bringing a closure shall mean, getting the justice for the crime perpetrated, which could have it's own gestation period; an investigation can for sure, find out the truth; ie if the "Investigation Officer" is honest and committed to the purpose.
An IO is referred to as (Investigation Officer) and sometimes as (Investigating Officer); while usually it is taken as one and same; but since this world is binary, we shall explore this a bit further.
Investigation is referred to as "an official examination of the facts about a situation, crime, etc."
So, for an "Investigation Officer" his prime responsibilities includes:
Collection, analysis, theory development and validation, suspect identification and forming reasonable grounds, and taking action to arrest, search, and lay charges. In any case, as unpredictable as criminal events may be, the results police investigators aim for are always the same.
But this could happen only if "Investigation Officer" is an officer who does not have any malafide intentions, and is committed to bringing forth the criminals to justice.
Also, Police investigation must be carried in conformity with the law and respect for human rights.
Mr.Prashal Dessai, who was the (Investigation Officer) in the case of Felix Dahl murder, abdicated all such responsibilities.
Prashal Dessai, who is currently the Police Inspector, heading the Anjuna Police Station in North Goa :
In effect, instead of acting as “Investigation Officer”, he became an authoritative (Officer Investigating), who could disregard all the norms of a proper investigation, and shall conduct &close the investigation, as per his desire and convenience.
Thus, while an Investigation Officer searches for unvarnished truth and acts to bring closure, to one and all, specially, the victim's family; An Investigating Officer on the other hand could and may act with malice and ill will, as in the case of Mr.Prashal Dessai of Goa Police.
Severe stricture from the lower court, forcing the Goa Police to file a case of Homicide and investigate accordingly, also had no effect on him.
He still continued in the same brazen manner, and sticked to his premise that, Felix Dahl death was an accidental death and concluded the investigation accordingly.
The matter of fact is that such Police Officers are rewarded with promotion and being posted to very important positions instead, as in the case of Dessai.
Interestingly, the motto of Goa Police is : Peace, Service and Justice.
How could Peace, Service and Justice would prevail in Goa when the Investigation Officer, become "Officer Investigating" and does investigation, with complete disregard to Justice?
If Prashal Dessai (Current Police Inspector of Anjuna Police Station) would have done a proper investigation with respect for the pain being inflicted on victim and his family, Felix Dahl would have got justice, by now. It's now more than 8 years, and family is still striving and fighting for the same.
Where is Service & Justice, Goa Police?
The thing to note is that, there were several letters written by Felix Dahl family and aunt Ms.Sana Cutter to all his superiors right up to Director General Of Police. But, they were of no avail.
